مهندس: مصنع ألبان النعمة خطط له بطريقة مغلوطة

قال المهندس الهيبة ولد سيد الخير إن الاستثمار الذي تم لبناء مصنع للألبان في مدينة النعمة شرقي موريتانيا تم التخطيط له انطلاقا من معطيات مغلوطة وغير دقيقة تبنتها وزارة الاقتصاد والتنمية، بعد تقديم وزارة البيطرة لها.

 

وأكد ولد سيد الخير أن المغالطات في التخطيط شملت "عدم دقة المعطيات المتعلقة بكمية الألبان المنتجة؛ عدم الأخذ بالحسبان موسمية الإنتاج وتذبذبه؛ واستحالة توفير احتياجات المصنع خارج فصل الخريف"، معتبرا أن "وجود كم الهائل من الأبقار في دائرة قطرها تحدده وعورة الموصلات يجعل الحليب لا يستطيع تحمل عدة ساعات، دون أن يتلف والأبقار تحتاج للمرعي".

 

وتحدث ولد سيد الخير عن "تجاهل سيادة أنماط الإنتاج المعتمدة على الانتجاع"، مشيرا إلى أن "المصنع يصلح لمزارع الحيوان التكثيفية"، كما أكد تجاهل التخطيط لـ"دروس وعبر تجربة مصنع ألبان لعيون؛ وتجاهل أدبيات استغلال الألبان في منطقة الساحل؛ وتجاهل هشاشة القطاع العمومي في إدارة المؤسسات الإنتاجية".

 

وعبر المهندس في مقال له تحت عنوان: "مصنع ألبان النعمة.. عندما يخطط الهواة" عن خشيته أن "يتحول المصنع من مشروع إنتاجي لتطوير منطقة حيوية، إلى مجرد عبء على الاقتصاد الوطني"، مردفا أنه "يجدر بنا جميعا أن نتذكر أن الحكم على نجاح المشاريع التنموية لا يكون بانجازها بل بانعكاساتها الايجابية".

 

ورأى ولد سيد الخير أن قصة مصنع ألبان النعمة تحمل الكثير من الدروس والعبر، داعيا "الجهات المعنية إلى أخذها بالحسبان، حتى لا تكرر نفس الأخطاء، معتبرا أن أهم تلك الدروس هي ضرورة الاهتمام بدراسات ما قبل التنفيذ والتركيز على السياق الوطني، واعتماد المعطيات الحقيقية"، متهما بعض الخبراء بالاجتهاد في إقناع الممولين، لتقع البلاد في النهاية في الفخ.
