إقرار تعديلات دستورية في الجزائر تلغي المأمورية الثالثة للرئيس

أقر البرلمان الجزائري اليوم الأحد بغرفتيه وبأغلبية ساحقة التعديلات الدستورية التي اقترحها الرئيس عبد العزيز بوتفليقة، والتي تحدد رئاسة الدولة بفترتين، كما نصت على اعتبار الأمازيغية لغة رسمية ثانية في البلاد.

ونقلت وكالة الأنباء الجزائرية عن رئيس مجلس الأمة عبد القادر بن صالح أن 499 نائبا من جملة 517 حضروا الجلسة -التي دعا إليها الرئيس بوتفليقة- صوتوا لصالح مشروع قانون التعديلات الدستورية وعارضه اثنان، في حين امتنع 16 عن التصويت.

وكان النصاب المطلوب لتمرير المشروع هو 388 صوتا مؤيدة، أي ثلثا أعضاء غرفتي البرلمان. ويتألف البرلمان من المجلس الشعبي الوطني (مجلس النواب) وعدد مقاعده 462، ومجلس الأمة (144 نائبا).

وقاطع نواب المعارضة جلسة التصويت، ويرى هؤلاء أن التعديلات الدستورية لا تلبي طموحات الجزائريين، وكان يجب أن تكون محل توافق وطني.

وكانت الرئاسة قدمت الشهر الماضي النسخة النهائية للدستور بأكثر من مئة تعديل، أهمها تحديد مدة حكم الرئيس بفترتين فقط، واعتماد الأمازيغية لغة رسمية ثانية بعد العربية، كما شملت التعديلات منع حاملي الجنسيتين من تقلد أي مناصب عليا.

وفي كلمة ألقاها خلال الجلسة المشتركة لغرفتي البرلمان قال رئيس الوزراء عبد المالك سلال إن مشروع التعديلات الدستورية يأتي وفاء لتعهد الرئيس أمام الشعب بدفع الإصلاحات السياسية إلى غايتها.
