البرلمان يقر انخراط موريتانيا في الميثاق الإفريقي للسلامة الطرقية

قال وزير التجهيز والنقل؛ محمد عالي ولد سيدي محمد، إن مشروع القانون الذي صادقت عليه الجمعية الوطنية خلال جلسة علنية عقدتها اليوم (السبت)، والمتعلق بالميثاق الإفريقي للسلامة الطرقية الذي اعتمدته الدورة العادية السادسة والعشرين للمؤتمر المنعقد يومي 30 و 31 يناير 2016 في العاصمة الأثيوبية أديس أبابا؛ يضم 31 مادة تسبقها ديباجة تأخذ في الاعتبار الميثاق التأسيسي للاتحاد الإفريقي المعتمد في يوليو من سنة 2000 بلومي؛ عاصمة التوغو؛ مبرزا أن المادتين 14 و15 تسندان لمفوضية الاتحاد الإفريقي مهام التنسيق في قطاعات النقل والاتصال والسياحة، والخطوات التي يجب على الدول الأعضاء اتخاذها لتحقيق تنمية متكاملة في شبكة النقل والاتصالات داخل القارة.

وأوضح، من خلال العرض الذي قدمه أثناء الجلسة البرلمانية المنعقدة تحت رئاسة رئيس الجمعية الوطنية محمد ولد مكت، أن الاتحاد الإفريقي ينتابه القلق إزاء الارتفاع المفرط لمعدل حوادث الطرق، حيث تصل تكلفة حوادث السير حوالي 2% من إجمالي الناتج القومي في القارة، مستعرضا المضامين والقرارات التي نصت عليها مواد الميثاق الإفريقي للسلامة الطرقية.

وأضاف أن هذا الميثاق يصبح واجب التنفيذ بالنسبة لأي دولة عضو تنضم إليه اعتبارا من تاريخ قيامها بإيداع وثيقة الانضمام لدى رئيس المفوضية، مبرزا أنه يكتسي أهمية خاصة نظرا للإجماع الذي يحظى به موضوع السلامة الطرقية.

وأستعرض ولد سيدي محمد بعض الإجراءات التي اتخذتها موريتانيا للحد من حوادث السير كاقتناء 4 موازين ستوضع عند مخارج مدينة نواكشوط، بهدف ضبط الحمولة، وحظر حركة النقل العمومي بشقيه المتعلق بنقل الأشخاص والبضائع على الشبكة الطرقية الوطنية أبتداء من منتصف الليل حتى الساعة الخامسة صباحا.

وقال إن العمل جار لتسريع وتيرة أشغال ومراقبة الجودة في كل المشاريع والبرامج التي يجري تنفيذها، مشيرا إلى مضي القطاع في اتخاذ كافة الإجراءات التي من شأنها فرض احترام الآجال المحددة لانتهاء الأشغال وفقا للمعايير المنصوص عليها في دفتر الالتزامات.
