CNAM يحدد مواصفات الكشوف والوصفات الطبية للاستفادة من خدماته

‏أختي شأكد الصندوق الوطني للتأمين الصحي، المعروف شعبيا بتسمية "كنام"، إلزامية التقيد بالترتيبات القانونية المنظمة للمارسة الطبية في البلد، والتي تم وضعها من قبل الأسلاك المهنية للأطباء وأطباء الأسنان والصيادلة بخصوص كتابة الوصفات والكشوفات؛ بهدف منع ما قد يحدث من مغالطات أو أخطاء في هذا المجال، وكذا توفير قاعدة بيانات يمكن الاستفادة منها في تحسين خطط وبرامج المنظومة الصحية. 

وجاء في تعميم موجه إلى  "جميع الهياكل الاستشفائية، العمومية والخصوصية المتعاقدة مع "كنام"، بشأن توقيع الوصفات والكشوفات الطبية:    

 "إيمانا من الصندوق الوطني للتأمين الصحي بضرورة الالتزام بالنصوص والقوانين المنظمة للممارسة الطبية التي وضعتها الأسلاك المهنية للأطباء واطباء الأسنان والصيادلة بخصوص كتابة الوصفات والكشوفات الطبية خصوصا ترتيبات المادة 2 والمادة 10 من الأمر القانوني رقم 88-143 الصادر بتاريخ 18 أكتوبر 1988 والمواد 2،14،16،27 من الأمر القانوني رقم 2019-077 الصادر بتاريخ 25 ابريل 2019؛سبيلا إلى وضع نظام لضبط وتسجيل المعلومات التي تتعلق بكتابة الوصفات والكشوفات الطبية تفاديا للمغالطات التي قد تحدث في هذا المجال، وسعيا الى توفير قاعدة بيانات يمكن الاستفادة منها في تحسين خطط وبرامج المنظومة الصحية.

من اجل ضبط الوصفات والكشوفات الطبية التي تتطلب تعويضا من الصندوق الوطني للتأمين الصحي؛ترفع اللجنة الطبية للصندوق الوطني للتأمين الصحي الى علم جميع الشركاء المتعاقدين مع الصندوق ما يلي:

1. يطلب أن تحمل جميع ملفات التعويض وطلبات الموافقة المسبقة توقيع وطابع طبيب مع رقم دليل انتمائه للسلك الوطني للأطباء؛

2. جميع طلبات التعويض الموقعة من طرف الاطباء المقيمين يجب ان تحمل طابع المعني محددا صفة (مقيم) مع الدليل المسجل عليه في كلية الطب ويجب ان تكون صادرة من المؤسسة الصحية التي يتدرب فيها خلال تلك الفترة؛

3. جميع طلبات التعويض الموقعة من طرف الاطباء الداخليين (طلاب السنة السابعة) يجب ان تحمل طابع المعني مع تحديد صفة (طبيب داخلي) ورسم الدليل المسجل عليه في كلية الطب على ان يكون مصدرها المؤسسة الصحية التي يتدرب فيها خلال تلك الفترة؛

4. الصندوق الوطني للتأمين الصحي سيعمل بانتظام على أساس اللوائح المحينة من طرف الهيئات المختصة؛

5. يعلم الصندوق جميع الشركاء أنه لن يأخذ بعين الاعتبار الوثائق التي لا تراعي هذه الحيثيات.

6. يبدأ سريان العمل بهذا التعميم ابتداء من يوم الاثنين الموافق 2 سبتمبر 2024".
