ولد اجاي يوضح تسيير رواتب عمال المؤسسات العمومية

استعرض وزير الاقتصاد والمالية في المؤتمر الصحفي المتوج لاجتماع مجلس الوزراء تسيير رواتب عمال المؤسسات العمومية قائلا إن بعضا من المؤسسات العمومية لم تكن تدفع سوى الراتب الصافي للعامل دون أن تدفع له التأمين ولا الضمان الاجتماعي.

وأضاف الوزير أنه كانت هناك أيضا بعض المؤسسات تؤجل دفع رواتب عمالها إلى يوم 5 أو 10 و15 وحتى 20 في الشهر، وحينما يتم السؤال عن الوضعية يقال إن السيولة المالية غير متوفرة ويتم الاحتجاج على وزارة المالية في هذا الإطار، وفي الحقيقة أن رواتب العمال لا تسدد من ميزانية وزارة المالية بل تدفع رواتب كل مؤسسة من ميزانيتها الخاصة في قانون المالية، وهكذا أضاف الوزير أن الرواتب كانت تدفع حسب طريقة التسيير المعتمدة لدى كل مؤسسة.

واعتبر الوزير أن قطاع المالية اعتمد بدء مجموعة إجراءات منذ 2015 لضبط التسيير المالي للمؤسسات العمومية وضبط الكتلة الأجرية، حيث أصبحت جميع المؤسسات ذات الطابع الإداري أو المؤسسات الشبيهة أو المشاريع في قاعدة معلومات موحدة تحمل رقم بطاقة تعريف كل منتسب مما سمح بعزل تكرار صرف أكثر من راتب واحد لكل عامل، وتم اعتماد لائحة نهائية للعمال بعد أن تم تخيير العمال المتكررة أسماؤهم من تحديد العمل المناسب لكل منهم وتم تثبيته فيه.

جاء حديث الوزير خلال تعليقه على مصادقة مجلس الوزراء على مشروع قانون يتضمن قانون المالية المعدل لسنة 2017.
