بدء لقاء تشاوري حول القانون الإطار لمحاربة العنف

 بدأت اليوم الخميس بمركز التكوين للترقية النسوية في نواكشوط أعمال لقاء تشاوري حول مشروع القانون الإطار لمحاربة العنف ضد المرأة والفتاة .

ويهدف اللقاء الذي تنظمه وزارة الشؤون الاجتماعية والطفولة والأسرة إلى حشد المناصرة والتأييد وبلورة موقف موحد لدى قادة الرأي من مشروع القانون المذكور والذي يتضمن أكثر 74 مادة وينص على تحديد عقبات صارمة ضد من تثبت عليه ممارسة العنف ضد المرأة والبنت .

ويتضمن مشروع القانون هذا خمسة فصول ، يتعلق أولها بالأحكام العامة ، ويتطرق الثاني للعقوبات المطبقة على الجنح والجرائم الجنسية ضد النساء ، ويحدد الثالث الإجراءات المتعلقة بالاعتداءات الجنسية على النساء ، أما الرابع فيركز على الوقاية ، بينما ينظم الخامس سبل التكفل بالضحايا.

وسيناقش المشاركون على مدى يومين عروضا تتعلق برأي قادة الرأي الديني حول مشروع القانون الإطار ومشاركة وكالات الأمم المتحدة لتحسين هذا القانون وكذا تجربة إحدى المنظمات غير الحكومية حول ظاهرة الخفاض

وأكد الأمين العام لوزارة الشؤون الاجتماعية والطفولة والأسرة السيد محمد محمود ولد أحمد ولد سيدي يحيى في كلمة بالمناسبة أن المرأة حظيت بالتكريم والعناية الكبيرة في المجتمع الموريتاني انطلاقا من قيم الاسلام الحنيف، وكانت المروءة تتنافى مع إهانة المرأة وتعنيفها لفظيا أو رمزيا.

وأضاف أنه في ظل العولمة الجارفة والتغيرات المتسارعة بدأ ت ظواهر العنف تسجل حضورا نسبيا ملحوظا خلا ل الفترات الأخيرة، مبينا أن موريتانيا عملت بتوجيهات من فخامة رئيس الجمهورية السيد محمد ولد عبد العزيز على حماية حقوق الانسان والحفاظ على كرامته ، من خلال برنامج محاربة الفقر وتعزيز مشاركة المرأة سياسيا واقتصاديا ، ودعم الفئات الهشة سعيا الى خلق مناخ اجتماعي يقضي على التوترات والمسلكيات العنيفة .

واستعرض بعض الخطوات العملية التي اتخذتها الحكومة في هذا الصدد مثل تخصيص التحفظ العام على الاتفاقية الدولية للقضاء على كافة أشكال التمييز ضد المرأة ، وإرساء آليات تنفيذ الاستراتيجية الوطنية لمأسسة النوع التي تعني أن تأخذ جميع السياسات والبرامج إنصاف المرأة ومشاركتها في الاعتبار.

وقال إن الحكومة استجابة منها للتغيرات الحاصلة في المجتمع والطلب المتزايد لسد بعض الثغرات القانونية في مجال محاربة العنف ضد المرأة والفتاة ، صادقت مؤخرا على مشروع القانون الإطار هذا، مشيرا إلى أن لقاء اليوم يكتسي أهمية بعد أن تأجلت المصادقة على مشروع القانون الإطار لمحاربة العنف ضد المرأة والبنت في الجمعية الوطنية وذلك سعيا للمناصرة والتأييد وبلورة موقف موحد لدى قادة الرأي منه.

وأبرز ممثل صندوق الأمم المتحدة للسكان في نواكشوط السيد صيدو كمباوري في كلمة القاها باسم هيئات الأمم المتحدة أهمية تعزيز قدرات مؤسسات الدولة والمجتمع المدني لضمان وقاية ورعاية المرأة والفتاة الأكثر عرضة للعنف من خلال مشاركة قطاعات الصحة والشؤون الاسلامية لدعم موريتانيا في جهودها لتعزي الترسانة القانونية المتعلقة بمكافحة العنف ضد المرأة .

وأكد مواصلة وكالات الأمم المتحدة دعمها الدائم لجهود الحكومة الموريتانية والمجتمع المدني لبلوغ أهداف هذا القانون ووضع حد نهائي للعنف المبني على النوع وحماية المرأة والفتاة حتى تتمكن من تنمية قدراتها الشاملة.

وحضر افتتاح اللقاء الأمينان العامان لوزارتي العدل والشؤون الاسلامية والتعليم الأصلي وممثل صندوق الأمم المتحدة للطفولة وعدد من أطر الوزارة .
